
At the end of September, the leadership of Haiti’s Ministry of National Education and Vocational Training (MENFP) sat down with the Model School Network (MSN, known in French as the Réseau d’Écoles Modèles) at the Inspection Générale in Port-au-Prince to lay the groundwork for a formal partnership.
Nearly every central directorate took part, along with the Inspection Générale and the Centre department’s field offices. Together we reviewed the draft partnership agreement line by line and showed how the network’s programs line up with the national curriculum reform. Almost all central directorates, the Inspection Générale and the Centre department offices worked alongside the MSN delegation.
The MENFP asked that its own entities be removed from the MSN member list and that articles 5 to 11 be expanded: two-level coordination (Director General and CTOS), no transfer of funds to the MSN, a three-year term with no automatic renewal, and graduated dispute resolution.
Only Title II, which assigns MENFP directorates to three poles (Teaching, Quality, Data), was covered. Titles I and III are still to be reviewed.
In shortened presentations, discussion confirmed alignment with the curriculum reform (competency-based approach) and complementarity with the Livre unique. The recognition pathway through the DFP and DCQ still needs to be defined.
The MSN folds the Ministry’s input into both texts and resubmits them for approval ahead of signing. Focal points are still to be named, and the MENFP committed to putting follow-up arrangements in place.
